Aiming for impact
2024-2028 strategy of the Alliance for Health Policy and Systems Research

Overview
The vision of the Alliance for Health Policy and Systems Research (the Alliance) is a world where health policy and systems research contributes to significant progress in reducing health inequities and achieving major global health targets, including the Sustainable Development Goals (SDGs) by 2030. The achieve this vision, the Alliance has outlined a new strategy from 2024–2028, which prioritizes three key shifts: strengthening and scaling up impact on health outcomes and service delivery; engaging more comprehensively with country priorities and contexts; and building new partnerships within the global health architecture. The Alliance will undertake work across five focus areas: reforming health systems and services to achieve universal health coverage through a primary health care approach; improving health through digital transformation; preventing premature death and disability by tackling the risks and determinants of noncommunicable diseases; building health systems resilience and realizing co-benefits in response to the climate crisis; and applying a systems approach to health emergency preparedness and response. The Alliance will work on these through three key functions: by generating new and impactful knowledge with national policy-makers, researchers and communities to address national and subnational health challenges; by strengthening national and regional institutions to improve policy and implementation through research and learning; and by advocating for how health policy and systems research can address global health challenges.
