This document has been prepared in response to the request made by the Conference of the Parties (COP) to the Convention Secretariat to prepare recommendations, for consideration by the sixth session of the COP, on the establishment of a mechanism to facilitate review of Parties’ implementation reports (decision FCTC/COP5(11)). The COP requested that such recommendations should help to define the composition, scope, timing, desired outcomes, administrative and financial implications of an efficient and effective mechanism.
