Quality of care for chronic conditions: literature review and Delphi survey on the possible contribution of purchasing arrangements in low- and middle-income countries

Premature morbidity and mortality caused by the rapid rise of chronic conditions constitute a major challenge for health systems, especially in low- and middle-income countries (LMICs). Delivering quality services will be key to the health and well-being of persons living with a chronic condition. This document explores the possible contribution that purchasing arrangements, including provider payment mechanisms, can make to the delivery of good quality services. This background paper mainly aims to equip stakeholders with a more advanced understanding of chronic conditions, of what is important for managing the quality of care, a sense of the priority issues in LMICs and what purchasing arrangements could accomplish.
